Get transactions analysis

Returns the cached Transactions Analysis (plan vs reality) plus freshness status. Always call before run_transactions_analysis. Dismissed insights are omitted unless includeDismissed is true. Does not consume AI quota.

status	string	`missing` \| `current` \| `outdated`.
analyzedAt	string	When the cache was written (ISO-8601), or null.
analysis	object	Cached plan-vs-reality payload, or null when missing.
dismissals	array	Ignored insight keys (and labels).
