Search tools

Searches the Assistant tool catalogue for query (tool name, description, and kind). Returns matching tools with short descriptions — not full JSON schemas. Optional limit (default 8, max 15). Bento chat uses this for progressive disclosure; Tools API / MCP already list the full catalogue and can still call search_tools for discovery.
