Get plan analysis

Returns the cached Plan Analysis for a budget plus freshness status: missing | current | outdated (server fingerprint vs stored dataHash). Always call this before run_plan_analysis. If status is current, use analysis and do not run. If missing or outdated, call run_plan_analysis when an up-to-date review is needed. Force refresh while current only if the user explicitly asks. Does not consume AI quota.
