Builds an AI-safe plan export server-side, runs Gemini Plan Analysis, persists lastPlanAnalysis* on the budget, records Activity History, and returns the review. Consumes one daily AI review slot (Pro 10/day, Ultra 20/day, shared with in-app Analyze and Transactions Analysis). Prefer get_plan_analysis first. Over quota → resource_exhausted (HTTP 429). Requires edit access.
